Resolution R-7862 established Electric Vehicle (EV) Charging Rates are as follows: 

1. Customer Charge (Connection Fee): In addition to applicable energy and time-based fees, there is a daily connection fee based on the General Service Schedule's monthly customer charge of $17.00, averaged out to a daily rate of $0.5667.

2. Energy Charge: The energy charge for EV charging is set at $0.1708 per kilowatt hour (kWh). This rate is composed of two parts:

 A. A base charge of $0.1102 per kWh, which covers both energy costs and delivery fees. This rate is derived from the initial 1-3000 kWh usage tier as specified in the General Service Schedule in R-7862 Electric Resolution).
   
 B. A supplementary charge of $0.0606 per kWh, which is added to cover maintenance expenses and payment processing fees. 

These two components combine to form the total energy charge of $0.1708 per kWh for electric vehicle charging services. 

3. Time-Based Charge (Payment Processing):  An overstay fee of $0.25 every 15 minutes or $1.00 per hour shall apply to vehicles that remain connected for longer than two hours, as most transactions are typically completed within this timeframe. This is to encourage efficient use of the charging stations and allow access for other users.
